Yes, there is a number of softwares which need no additional high end compatibility of hardware or latest OS. Let's start with the giant Microsoft itself. Having the credit of world's largest productive company, Microsoft provides all solutions in its OS and application softwares as well. In Microsoft Office (any version latest by 2003) we get all solutions from creating data sheets to graphics designs.
Yes, there is a software easy to learn for graphics designing widely known as Microsoft Publisher. Years before I personally created my first design in the same software. Publisher does not require any high end machine; if you have a system running on Windows or OS X, what you need is to install Microsoft Office and start making your designs right there on your PC. It's pretty smooth, flawless and easy to get designed anything what you wish to do.
For professionals, I recommend Adobe. Get Photoshop, Illustrator, Indesign, Lightroom and Flash, and start making graphics design.
Apart of Adobe we have Corel's CorelDraw, Corel PaintShop and Corel PhotoImpact etc.
The list goes on with Xara Designer Pro, Serif Draw, Art Rage and Windows Paint etc.

Suggestion:
Use the new Office 365 for better designing experience. The latest Office 365 is also available on mobile devices including; Windows 10 Mobile and iOS.

Warning:
Every professional software including Office 365 is a premium software, and also available for 30 days trial or less. For the full version you will have to buy premium version, but if you have recently purchased a Windows machine with an offer of Office 365 subscription for one year, get registered the product soon for smooth functioning.
